Dr Till Schreiber (Managing Director)

Till Schreiber studied law at the universities of Bonn, Cologne, Barcelona and London (University College) and published a doctoral thesis on international competition law. Before joining CDC in 2007, he worked as an attorney for six years in the antitrust and competition group of a leading international law firm in Brussels, Cologne and Madrid. Till frequently speaks at international conferences about private enforcement and has published several articles on that topic. In 2015, Till became Managing Director of CDC.

Dr Ulrich Classen (Director)

Ulrich Classen graduated from Freiburg and Mainz University and subsequently worked with the German Federal Cartel Office for three years. During that time he received his doctorate for a thesis in antitrust law. In 1986 Ulrich started working as partner in a German law firm focusing on administrative law, tort law and private law matters in the field of antitrust. In 2002, Ulrich established CDC by launching the first company of the group. Having spent more than 12 years leading CDC to success, Ulrich decided to take a less active role in the day to day management of the company from January 2015.

Frank Weinand (Director)

Frank Weinand graduated from Catholic University Louvain-la-Neuve in 1984 and was admitted to the Brussels Bar the same year. Frank is a partner at Cairn Legal in Brussels. He has specialised knowledge and extensive experience in international contract law, mergers and acquisitions, cross border transactions and corporate law. In 2002 Frank co-founded the first CDC entity.

The Team


Ben Bornemann, Dipl. iur. oec., LL.M. (Head of Case Management)

Ben Bornemann studied business law and economics in Augsburg and Chicago and wrote his diploma thesis on the interaction of damage claims and leniency programmes in competition law. Before joining CDC, Ben worked for multinational companies from the petrochemical and automotive industries and as a research associate.

Pádraic Burke, M.Sc. (Economist)

Pádraic Burke obtained a Bachelor of Commerce degree from the National University of Ireland, Galway. In 2011, he graduated with a master’s degree in Business Economics from Katholieke Universiteit Leuven, Belgium. His master thesis deals with abuse of dominance in the cement and concrete market. Before joining CDC, Pádraic worked on a private antitrust enforcement case relating to the cement and concrete sector. During that time he also completed a Postgraduate Diploma in Digital Marketing.

Dr Christian Classen (Legal Counsel)

Christian Classen studied law at the University of Mannheim. He gained his first experiences with CDC from 2009-2012. In parallel, he acquired economic knowledge and experience by working for a business consultancy for three years. Christian interrupted his CDC engagement to work as a trainee lawyer for two years within the district of the Higher Regional Court of Düsseldorf, where he completed his legal education by passing the second state examination. He published his doctoral thesis on the validity of arbitration clauses between monopoly sports associations and athletes. In 2014 Christian rejoined CDC. His current field of activity encompasses case coordination and contract management.

Dr Carsten Krüger, LL.M. (Head of Litigation)

In addition to his law studies in Bayreuth, Carsten Krüger also completed studies in business and economics with emphasis on competition (‘Business Lawyer (Univ. Bayreuth)’). He obtained his LL.M. in International Competition Law and Policy from the University of East Anglia in Norwich. His doctoral thesis is about contribution among jointly and severally liable antitrust defendants. Carsten gained his professional experience in several law firms specializing in antitrust and competition law, also acting as a defence counsel in legal antitrust proceedings for the imposition of administrative fines. He assists CDC since 2005.

Jakob Rüggeberg, M.Sc. (Head of Economics)

Jakob Rüggeberg studied economics at the Universities of Maastricht, Hamburg and Toulouse and graduated with a master thesis on the economics of private enforcement in 2005, published by the NMa (Dutch Competition Authority) as the best economics thesis of the year in the Netherlands. Jakob earned practical experience working at a leading economics consulting firm and is currently finishing his doctoral thesis in economics at the University of Amsterdam. His PhD research is published in peer-reviewed journals and focuses on the economics of private enforcement and effective mechanisms of compensation.

Dr Danilo Samà (Economist)


Danilo Samà studied economic analysis of competition law at the LUISS “Guido Carli” University of Rome, the Toulouse School of Economics, the University of Hamburg, the Ghent University, the Erasmus Rotterdam University and the Aarhus School of Business and Social Sciences. His Ph.D. dissertation deals with econometrics techniques and industrial organization theories applied to competition law. Before joining CDC in 2014, he gained experience as competition economist in the antitrust department of a leading international law firm in Rome and at the Directorate-General for Competition of the European Commission in Brussels. Research Fellow at the Law & Economics LAB for the competition area, he has published several articles in international journals and monographs, available on his personal website.

Vasil Savov (Legal Counsel)

Vasil Savov studied law at the universities of Strasbourg, Cork and Luxembourg. He gained first hand experience in European law and Litigation at the Legal service of the European Commission and the Court of Justice of the European Union. His working experience also includes university lectures and a legal internship with Directorate General for Budget of the European Commission. Vasil is a fully qualified lawyer since 2013.

Dr Martin Seegers, Maître en Droit (Senior Legal Counsel)

Martin Seegers studied law in Cologne, Paris and Washington, D.C. He gained experience in the antitrust and competition practice group of a leading international law firm in Cologne and London as well as working with the European Commission, Competition Directorate in Brussels. Following the Second State Examination in 2003, Martin published a doctoral thesis on private damage claims under European and international law and in 2007 joined CDC.

Ilona Louis (Group Office Manager)

Ilona Louis began her career in the automotive and logistics industries. She gained further experience as a management assistant for a lobbying association in Bonn and Mainz and joined the CDC team in 2004.

Sina Zurbrüggen, M.A. (Management Assistant & Customer Relations)


Sina Zurbrüggen graduated from the University of Saarbruecken in 2005 completing a Masters in intercultural studies and business administration. After her studies Sina was employed in the area of marketing, event organisation and business management. Having joined CDC in 2016, Sina is mainly involved in assisting the CDC management and providing support for the various active cases.

Seamus Maye (Consultant Ireland and UK)

After his graduation at University College in Dublin, Seamus was involved in the Irish concrete and quarry sector for years. He has extensive knowledge about structures and behaviour of the international cement, concrete, asphalt and quarry industry.

The CDC team has further members working in-house, in particular in the fields of statistics, programming and software engineering. They ensure the appropriate preparation and analysis of complex transaction, company and market data. Apart from that, CDC has established relationships with external experts such as economists and lawyers.
